Modern Editions of Classic Works for Readers TodayrnTHE STRUGGLE FOR SOVEREIGNTYrnSeventeenth-Century English Political Tracts InrnTwo VolumesrnEdited by Joyce Lee MalcolmrnFor much of Europe the seventeenth century was, asrnit has been termed, an “Age of Absolutism” inrnwhich single rulers held tremendous power. Yet thernEnglish in the same century succeeded in limiting thernpower of their monarchs. The English Civil War inrnmidcentury and the Glorious Revolution of 1688 werernthe culmination of a protracted struggle between kingsrneager to consolidate and even extend their power andrnsubjects who were eager to identify and defendrnindividual liberties. The source and nature of sovereigntyrnwas of course the central issue. Did sovereigntyrnreside solely with the Crown—as claimed theorists ofrn”the divine right”? Or did sovereignty reside in arncombination of Crown and Parliament—or perhaps inrnonly the House of Commons—or perhaps, again, inrnthe common law, or even in “the people”? To advancernone or another of these views, scholars, statesmen, rnlawyers, clergy, and unheralded citizens took to theirrnbooks—and then to their pens. History, law, and scripturernwere revisited in a quest to discover the properrnrelationship between ruler and ruled, betweenrngovernment and the governed. Pamphlets aboundedrnas never before. An entire literature of political discoursernresulted from this extraordinary outpouring—rnand vigorous exchange—of views. The results are of arnmore than merely antiquarian interest. The politicalrntracts of the English peoples in the seventeenth centuryrnestablished enduring principles of governance and ofrnliberty that benefited not only themselves but thernfounders of the American republic. These writings, byrnthe renowned (Coke, Sidney, Shaftesbury) and thernunremembered (“Anonymous”) therefore constituternan enduring contribution to the historical record ofrnthe rise of ordered liberty.
